Position : National Programme Officer

The National Programme Officer is responsible for cultivating and managing relationships with relevant government entities, (I)NGOs, bilateral or multilateral organizations, and advocating for Switzerland’s stance on food systems and climate change in Ethiopia. This role involves staying informed about trends in food security and climate change, rural livelihoods, natural resource management, disaster risk reduction, and resilience building in Ethiopia and the Horn of Africa. The Programme Officer provides advice to International Cooperation management based on this knowledge.

The essential duties and requirements for this role encompass:

1. Project & Programme Responsibilities:

Manage the entire Project Cycle, including financial and administrative aspects, for Food Systems and Climate Change interventions in Ethiopia within the Regional Programme Horn of Africa (RPHoA).

Serve as the Focal Point for SDC thematic areas of Climate Change and Private Sector Engagement.

2. Policy Dialogue, Coordination, Networking, and Representation:

Attend and contribute to relevant coordination platforms, representing Switzerland and actively participating in related events.

Engage in dialogue with key donors and organize bilateral or multilateral meetings if necessary.

Represent SDC in meetings, conferences, workshops, and seminars related to Food Systems or Climate Change.

3.Managing Knowledge and Contributing to Thematic Networks in SDC:

Provide relevant inputs, best practices, and lessons learned to the RPHoA Team and SDC-wide thematic networks.

Actively participate in relevant SDC-wide thematic networks and discourse.

4. Internal Collaboration & Coordination:

Contribute to the efficiency and quality outputs of the team.

Maintain a professional relationship with other Swiss Government entities in Ethiopia, Kenya, and at headquarters.

5. Other Management Support & Varia:

Contribute to the overall organizational development of the SCO Addis Ababa.

Undertake additional tasks related to the implementation of the RPHoA or other SDC or Swiss Government programs in Ethiopia and the HoA Region as requested.

Job Requirements:

Master’s Degree in Environmental Science, Natural Resource Management, or a related field.

Minimum of five years of relevant work experience in development cooperation and/or humanitarian aid in Ethiopia.

Practical experience in project and program management, with a strong understanding of Project Cycle Management.

Excellent understanding of Ethiopia and the wider Horn of Africa policy agendas in climate change and related fields.

Proficiency in English and Amharic; knowledge of Somali is an asset.

Strong analytical, organizational, and communication skills.

Ability to work independently and in a multicultural team, with diplomatic flair in politically demanding contexts.

Leadership skills in policy dialogue and program implementation/oversight.
