Position 1: Innovations and Investments Fund Manager – Highland Resilience Activity
Major Responsibilities:
- Lead the management of the Innovations and Investment Fund to achieve project goals and encourage private and public investment in target areas.
- Develop processes, guidelines, and manuals for effective fund management, adhering to Mercy Corps’ global practices and USAID regulations.
- Understand the elements of successful investments and create tactical and strategic plans to leverage co-investments.
- Ensure fund activities align with project targets and do not create unfair market competition.
- Contribute to overall project implementation plans.
- Design processes fostering innovation in coordination with program technical leads.
- Collaborate with HRA Technical Leads to design NOFOs, annual program statements, EOIs, and manage all processes leading to awards.
- Review fund applicants’ budgets for completeness, cost realism, and compliance.
- Conduct pre-award financial reviews and due diligence in coordination with finance and compliance teams.
- Negotiate and draft sub-award agreements with selected sub-recipients.
- Research and assess potential partners in the private sector, public sector, and community-managed entities.
Compliance:
- Ensure the Innovations and Investment Fund adheres to USAID regulations and the prime award agreement. Stay updated on regulatory changes and adjust fund procedures as necessary.
Supervisory Responsibility: None
Accountability:
- Reports Directly To: Chief of Party with working lines to the HRA Technical and Implementation Director.
- Works Directly with: HRA Technical teams, regional teams, and finance and compliance teams.
Job Requirements:
- Master’s degree or equivalent in Finance, Economics, or Business Administration, or a Bachelor’s degree with significant additional experience.
- 5-7 years of experience in enterprise development, investment management, and partnerships with private sector actors.
- Strong understanding of market systems development, investment processes, strategic planning, and business development.
- Excellent communication skills and the ability to engage and attract private sector investments.
- Proven experience in proposal development and project cycle management related to private sector investments.
- Ability to represent and defend Mercy Corps’ interests professionally with diverse stakeholders.
- Understanding of complex developmental and transitional contexts, particularly in resilience, preferred.

Position 2: Driver
Essential Job Functions:
- Operate MC vehicles as assigned by the supervisor.
- Maintain vehicle log sheets according to MC policies.
- Regularly check vehicle conditions and report issues to transport management.
- Follow all safety and communication protocols.
- Safeguard all vehicle equipment, tools, first aid kits, and spares.
- Keep the vehicle clean, ready, and on standby for use.
- Assist with office logistics and daily workloads as required.
- Cooperate with staff and visitors, assisting in troubleshooting daily business issues.
- Report vehicle maintenance needs regularly.
- Undertake field assignments as assigned.
- Adhere to all MC policies and procedures.
- Conduct oneself professionally to uphold Mercy Corps’ humanitarian mission.
Reports Directly To: Assistant Logistics Officer
Works Directly With: Program and Support Staff
Knowledge and Experience:
- Valid 3rd Grade or above Driving License.
- Minimum of 4 years’ experience as a Driver, preferably with an International NGO.
- Vehicle repair experience is an advantage.
- Proficient in Amharic and English; knowledge of Afari language is preferred.
- Familiar with routes, duty stations, project areas, and the NGO/diplomatic community.
